Creating Re-usable Email Templates for SharePoint Designer 2007 Workflows

In this article, Jordan, describes one approach for reusing e-mail templates in a workflow.  The e-mail templates themselves are stores in a SharePoint list.  He then describes how to create a custom SharePoint Designer action to substitute placeholders in that e-mail template with workflow process data.

We site up a site for our campus calendar and want to add an approval workflow. The idea is to allow staff to add an item to the calendar. At this time, when an item is added the item is written directly to the calendar. We want the approval workflow applied to this process so that the item will have to be approved before written to the calendar.

Can this be accomplished? If so, how?
